  1. Add get/setticketfee rpc handlers and fix fees in purchaseTicket 

    Fix estimateSSTxSize calcultion

First use EstMaxTicketFeeAmount to ensure you get enough utxos.

Then when actually calculating fees for tickets, use new consts:
sstxTicketCommitmentEstimate
sstxSubsidyCommitmentEstimate
sstxChangeOutputEstimate
