Drag/Drop uploader should disable itself if imgurClientId is not set #175

Since the client ID is required for uploads, if it is not set, then drag/drop image uploading should not be exposed to the user at all.

This issue seems to be occurring again on try. An imgurClientId is not set, but the dropzone is appearing.
