Banning user doesn't take immediate effect

The user that is banned can still go around and modify things on the site.. the only thing banning the user does is prevent them from logging in again.

In addition, when I tried to go to the thread that the banned user was viewing (I was the banned user, under an account I was testing with) and modify his previous post, I was unable to do so. Modify the post had no effect, and clicking delete on his post had no effect.
