Issue Description

Update the year to 2023 in the license header files

To clarify, we are just looking to update the header files only which ensures any new files get created with the license headers for the current year.

The rules for updating existing files are:

  • If there are no changes, then no need to update

  • If file has changes, then we need to update in the format [original year]-[year in which the file was updated]

Existing files are updated as we make changes via PRs so this is something we should be catching in our code reviews

All repositories look to be covered now for the 2023 header update, further updates for future years should be covered under #1240, closing this issue now.
