This is because there may be setups that sometimes know their return value ahead of time, and sometimes they don't (e.g. `MethodCall`).

During fluent / recursive setup and verification, Moq tries never to execute user-provided delegates to figure out return values (and from there, inner mocks). There's one (as yet uncovered) case where we could get at the return value without executing a callback:
mock.Setup(...).Returns(value), as opposed to...Returns(... => value).Closes #110.
