Moving the repository into dhall-lang organization and updating references accordingly.

Convert to a Javascript action instead of a Docker action. The Docker action wasn't setting the PATH correctly, probably due to running inside the container instead of running in the same runtime as the environment. I think. This makes it cleaner anyway.
