Feature request: Tooltip does not show if content is empty

I find myself doing this a few times in Dashboard:

Would be nice if the tooltip would just not render anything if there is no content. Also, I wonder if it would be better performance-wise, to not be mounting and dismounting the component just because the tooltip content changes.

Use case: for Dashboard PWA, when user loses connection, then some buttons get disabled and a tooltip applied saying "Not available while offline". This could happen regularly in poor connectivity areas.

@jenniferarnesen i agree this would be great, and I can’t think of a reason this would be technically difficult - sounds like a Jira might be in order!
