What issue does this relate to?

Resolves #385

cc do-community/do-vue#56

cc do-community/do-bulma#51

What should this PR do?

Updates all dependencies to their latest versions, and Node.js to it's latest LTS release. This involved some minor changes to the Vue Select styling as they no longer ship SCSS styles with their package.

This includes an update to do-vue that should resolve the templating issues reported.

What are the acceptance criteria?

Tol continues to build and function as expected. Templating in dev + build now working.
