Able to create multiple non-data fields with same key

Describe the Bug

So basicly i found out that you can make multiple fieldgroups with the same name.
If you delete one of them, it deletes all the fieldgroups with that name.
After a page reload, the fields in the fieldgroup show up again.

To Reproduce

Make 2 fieldgroups with the same (api)name
