This repo should give you an idea how to setup Windows containers on Azure Cloud.

Could be used for Windows-based GitLab Runners jobs as a replacement of Jenkins Windows slaves

Combination of Azure <> Windows Server <> Docker EE <> Production environments <> Firm/Enterprise situation => requires good understanding of your firm's situation and license agreements.
For testing/developer case, it should be free even for the company, but I am not a lawyer.
