Updating docker desktop uninstalls/deletes the app and does not install new version

Description

Running the update uninstalls docker desktop from machine and doesn't install the new version.

To continue the update, I download the latest version from website and it seems to continue from previous update fine without losing data.

This could be related to a permissions bug because I am running the update as a non-admin user on windows (seen something similar with docker for mac https://forums.docker.com/t/docker-desktop-update-deleted-the-app/138439).
