Same as #11051 but without the VC++ redist stuff.

MacOS implementation is to be done in separate PR. It can use build_info.txt or opt to use some native API to fetch the min OS version from the plist, or whatever.

Thanks. I have checked and current dolphin does not run on 1607 (10.0.14393)

I also got some other versions on archive.org and checked:

So I'll update the minimum win10 version to 10.0.15063 (1703)
