New page is not created at the same level

Related to #6999

If you go to the html page preview and then click "Create New Page" link, the new page is not created at the same level, it is located in the root (demo.dotcms.com) by default and you have to change the location manually.

To reproduce:

1. Navigate to Site Browser and create a new folder, then create a new page inside it
2. Right click the new page and select Open> Preview
3. Click "Create New Page"
4. You will see "Host or Folder" is not pointing at the same level, it selects demo.dotcms.com by default
