Make files respect multi lingual like HTML Page as content

We need to make the passed in languageID be respected. As we are currently hard coding the language ID https://github.com/dotCMS/core/blob/master-3.1/src/com/dotmarketing/filters/CmsUrlUtil.java#L79

Add the language flag when editing them.

Need to adjust site browser to respect language selector like pages
