DevelopmentDependency设置 #112

设置DevelopmentDependency时,不单会设置PrivateAssets为all,同时也会将IncludeAssets设置为runtime; build; native; contentfiles; analyzers; buildtransitive,这会导致不会自动去加载源码包使用的其他nuget库.

不知有没有办法改变PrivateAssets时不去改变IncludeAssets的默认行为
