Joined approved files according to cultures #435

It is very handy to use approved files to watch for accidental changes in exporters' output. But if you want to make some real changes, you have to fix 36 files for now (12 exporters * 3 cultures). I've done it for a few times and it's annoying. So I suggest to join files according to cultures. This way we will have only 3 files.
