The
dotnet efcommand was removed from the .NET Core SDK as of 3.0 Preview 4 (per https://docs.microsoft.com/ef/core/what-is-new/ef-core-3.0/breaking-changes#the-ef-core-command-line-tool-dotnet-ef-is-no-longer-part-of-the-net-core-sdk). This PR removeseffrom thedotnet --helpoutput. It also removes 2 related tests.Related to the discussion in dotnet/efcore#14016.
