[Arm64/Unix] build fails in nuget build step #7724

When cross building for arm64, unless skipnuget is specified the build fails.

Presumably this is becauae the requisite RID for arm64 Unix has not yet been created.

Nuget packages are not necessary for running tests. This error can be avoided by adding the skipnuget option.
