Remove libintl from Alpine images

Alpine runtime-deps images include libintl : https://github.com/dotnet/dotnet-docker/blob/main/src/runtime-deps/8.0/alpine3.17/amd64/Dockerfile#L9 .

Runtime dependency on libintl was removed in
dotnet/runtime#270 . Looks like we have missed follow up cleanup in Alpine image.

Given that this is a package removal, it's considered a breaking change so this removal should only be done starting with .NET 8.
