First pass at porting doc comments from Forms API docs

First pass at automating the comments. Handles Core and Controls only. Ports the Forms version of the docs to a folder called docs next to each project's src folder, and links the public classes/structs/enums/methods/properties/fields to the appropriate document and path (where available).

Also updates the namespaces in the docs files.

This is all automated, so probably missing a lot of stuff still, and possibly mis-linking some things.
