Steps to Reproduce:

  1. Open a solution with DPL (Lightweight solution load) enabled.
  2. Switch configurations to Release
  3. Open a file that has a #if DEBUG.

Expected Behavior:
Code in the #if DEBUG is disabled, because the workspace reflects the configuration.

Actual Behavior:
We never update the workspace.
