Custom Item Template NOT showing up for UWP project

From a UWP project I export a template. I restart visual studio, but when I want to add a new item to my UWP project, my item template is not showing up. how ever in a normal console application project, that item template does show up. whats the problem?

Its sickening and tiresome problem. my brain is melting down right now. please help 😭

To test this your self, create new project Blank App (Universal Windows), in this project, create a sample class. export template by going into Project > Export Template.... create the template, restart visual studio and reload UWP project. then try to add new item and see if template is showing up or not.

for me its not showing up. what's the reason? (I'm not adding any references to the template. its the simplest form of template I'm trying to use in my UWP project)
