17.5.1:

Steps to Reproduce:

  1. Add method with a handles clause or add variable with WithEvents modifier

Expected Behavior:
The method or variable would show up in document outline.

Actual Behavior:
They do not show up in document outline.

It also doesn't properly show the last member of enum if the enum is last symbol in the file.
