Description
dotnet format app that comes with SDK has this exception:
Unhandled exception: System.IO.FileLoadException: Could not load file or assembly 'System.Configuration.ConfigurationManager, Version=6.0.0.0

Verify Scenarios:
1). Windows10 RS5 x64+dotnet-sdk-7.0.100-preview.5.22303.5: Fail
2). Windows10 RS5 x64+ dotnet-sdk-7.0.100-preview.5.22276.4: Fail
3). Windows10 RS5 x64+dotnet-sdk-7.0.100-preview.4.22252.9: Pass

Reproduction Steps
The machine only has 7.0 installed. And DOTNET_ROLL_FORWARD_ON_NO_CANDIDATE_FX=2 is set.

1 )Install sdk: 7.0.100-preview.5.22303.5:
2) In CMD,Go to a project folder with a project file(csproj)
3) Run dotnet format

Expected behavior
Project files should be formatted

Actual behavior

Unhandled exception: System.IO.FileLoadException: Could not load file or assembly 'System.Configuration.ConfigurationManager, Version=6.0.0.0, Culture=neutral, PublicKeyToken=cc7b13ffcd2ddd51'. Could not find or load a specific file. (0x80131621)

Closing this out because it did not make the final Preview 5 build. A known issue has been added for Preview 5 (dotnet/core#7525).
