Make sure DownThemAll! runs in a sane manner on Chrome.

Version 4.0.9 is "pending review" in the Chrome Web Store since a few days btw. The "pending review" is expected since we request a ton of permissions so the add-on can e.g. work on all websites. The <all_urls> permission we need for the All Tabs (and the sniffing) stuff is the main reason for Google being cautious and doing a manual review. I actually applaud that they started doing so.

A first release.

Please note that the Chrome version has some limitations, the most severe one being that it will always prompt you where to save files even for downloads from DownThemAll! if you have the corresponding preference enabled in your Chrome settings. Therefore I advise to disable that setting.

Also, on some operating system, in particular some configurations of Windows 10, the font size might appear too large. This will be addressed in the next update.
