Add `state/effect`, as these lights do support `candle`. Also miraculously solves dresden-elektronik#7579.
Revert changes to handling `state/on` from dresden-elektronik#7576, solving dresden-elektronik#7579.
Add support for new mode (on, bri, ct, effect), see dresden-elektronik#7579.
