Note how pre-0.9.0 docs don't show a TOC: http://druid.io/docs/0.8.3/design/index.html. This is because the older TOCs are written with textile and jekyll doesn't build those by defalt. Issue reported at https://groups.google.com/d/topic/druid-user/nHt55DnPVs4/discussion
I tested this locally and the TOCs look fine after running "bundle exec jekyll build".
@drcrallen for the automated build you might need to "bundle" again to install the new gem.
