Describe the Enhancement

This issue arose in discussions with @georgemccabe about the Gen-Ens-Prod wrapper. There was some confusion as to whether the ensemble control member should also be included in the list of ensemble members. It should not.

This task is to update ensemble_stat and gen_ens_prod to see if the ensemble control file appears in the list of ensemble member files. If it does, error out.

If running through METplus, this detail will be handled by the MET tool wrappers. If not, this check will inform users of the problem.
