Bugfix create an update schema script to add columns to line_data_tcmpr table

Describe the Problem

New columns
num_members INT,
track_spread DOUBLE,
track_stdev DOUBLE,
mslp_stdev DOUBLE,
max_wind_stdev DOUBLE,
were added to line_data_tcmpr in v5.0 but the corresponding update script did not reflect these changes.
The new script should be created with the addition of this columns.
