[improve docs]: Timestamp pallet (paritytech#1435)

This PR improves the docs for the Timestamp pallet by following our
[Documentation
Guidelines](https://github.com/paritytech/polkadot-sdk/blob/master/docs/DOCUMENTATION_GUIDELINE.md)
more closely.
