Include type of policy as part of the API, check IAM and resource policies differently

Parliament was made primarily for IAM policies, but it does allow Resource policies to be checked by for example allowing a Principal element. This means that IAM policies are not checked correctly. The API should allow you to specify what type of policy is to be checked to make the linting more accurate. This is related to comments in #8.
