Anomoly with some plugins losing their entry from e_url_list after upgrading others.

Bug Description

Under some circumstance, upgrading of one plugin (via db update) caused other installed plugins to be removed from the e_url_list pref, despite having e_url.php files in their plugin folders. Direct cause unknown.

Expected Behavior

e_url_list pref to remain accurate.
