Another avenue to address part 4 of #40.

Not sure how to solve this, though.

Might be impossible.

workaround for earwig/mwparserfromhell#52

The "Collegamenti esterni" heading ends up in the previous section
if the latter contains unclosed tags.

Moreover:
- a Wikibase claim is not required anymore for templates without params
- use PreloadingGenerator instead of fetching pages one by one
