{bio,lib}[GCCcore/10.3.0,foss/2021a] epiScanpy v0.3.1, tbb v2020.3 w/ Python 3.9.5 #14447

TBB is intentionally kept at version 2020.3 for foss/2021a, as the build system has changed in newer versions. For 2021b, the intent is to first upgrade TBB to a newer version, rewriting its easyblock to use CMake - resulting in a combination of IntelBase (bindist), ConfigureMake (<=2020.3), and CMakeMake (>2020.3).
