Fix numpy build on Sapphire Rapids CPUs in SciPy-bundle-2023.11-gfbf-2023.09

This fixes the same problem observed by @branfosj in #19318 (comment)
I.e. numpy/numpy#25274

Given the cause of this issue this will also affect other AVX512 targets, not only Sapphire Rapids.
