add patch to fix tree-optimization bug in GCC 12.3.0 and 13.1.0 for ARM architectures with SVE support

Note from upstream that version 12.3.0, 13.1.0 and 13.2.0 are all known to be affected: https://gcc.gnu.org/bugzilla/show_bug.cgi?id=111478

We now also actually encountered it for 12.3.0 in EESSI: EESSI/software-layer#507 (comment)
