explicitly disable building of _tkinter stdlib module for Python 3.12

Fixes issue I am seeing on some systems (#20579 (comment)). I could not find a configure option for this, so I'm manually patching the configure script to disable the building of the _tkinter module.

In the output of ./configure ... you should see

checking for stdlib extension module _tkinter... disabled
