The submit button should not be available in the Registry Manager page when the simplified workflow has not been checked on install. Currently the Registry Manager is able to publish an action directly without following the normal acceptance workflow (Control body, Submitting Org...).

Fixed a bug that kept the publish button available in the simplified workflow. This enhancement will be available in version 2.6.0.
