On CDT's next major version, CDT 11.0, CDT will require Java 17 to build and run. Eclipse IDE for C/C++ Developers has shipped with Java 17 for a while already, and more and more of CDT's dependencies also require Java 17.

This was announced on the mailing list back in June and has been discussed repeatedly on CDT monthly calls.

The Build machine was upgraded to have Java 17 available to build CDT a little while ago: eclipse-cdt/cdt-infra@dd95d63.

What is left is to update BREE of all bundles to Java 17 and make any other related changes.
