adapt wizard and tests
possibly adjust usages in xtext code base itself

task: pick the latest version of maven assembly and war plugin from maven central.
adapt the wizard and tests to create/expect this versions.
search if we use old versions of these plugins in our codebase

- updated the wizard to use maven-assembly-plugin version 3.1.0
- updated the assembly descriptors to version 2.0.0
- updated the wizard to use maven-war-plugin version 3.2.0
- updated the tests to these versions, as well
