binder/runtime.txt specifies python 2.7 #21

@DrDrij:

We've moved to python 3 as the default, and do not want to guarantee that future content will work on both py27 and py3. Need to:

  1. Make sure all existing content works for py3
  2. Update the runtime.txt to specify py3

Can you take this on?
