fix for 'plus' and 'minus' functions when crossing timezone DST boundary #91

The true problem was in plus and minus, which were affecting floor. Didn't udpate DESCRIPTION - wasn't sure about the versioning...

(As for the version, I usually just increment the last part that sets it apart from CRAN. I.e. on CRAN now 0.3.2, I currently have 0.3.2.3 and will make this 0.3.2.4). I think this is now a very valid candidate for 0.3.3 in a day or two.
