Description of the Change
The etos_lib dependency is stepped up to 4.3.6 to fix the deadlock issue mentioned above.
To fix broken pypi package publishing, setup.cfg is replaced with pyproject.toml, and setuptools_scm is added for deriving package versions from Git tags.
