Improve the procedo system to link an intervention to an activity

To improve the costs distribution, it should be able to link directly an intervention to an activity when there is no target or when the target has no activity (ex : packaging, administrative tasks...)

For the moment there is no solution to choice an activity as a target in an intervention.
