unrelated CI error since m1 is not working for some reason... maybe something with Orka? in any case, this is unrelated to the nature of these changes.

As far as I see m1 was disabled in Jenkins with #3573 but it has not been backported to 8.11, no clue whether it's needed but M1 workers cannot be provisioned in Jenkins.

no clue what's the error in Buildkite, @cmacknz or @pierrehilbert , any idea? This PR is the one fixing the DRA for 8.11, since the ubi8 was changed to ubi9 in the Unified Release
