Currently, we expose master_timeout option for user facing restful ILM APIs, but ILM actions themselves do not provide a way to figure master timeout. Having this option can improve the resiliency of ILM actions for transient situations where the master node may be busy working through its queue of state updates.

This change exposes master timeout to ILM steps through global dynamic setting.
All currently implemented steps make use of this setting as well.
