Describe the feature:
In the new metric you can create a field: exists filter when you click the chart as long as the metric is using a field. In the case of count() there is no field so no filter is generated. In this scenario we would like to not be clickable

## Summary

Closes #153621

In case metric is not filterable the cursor should not indicate that it
is.
