Kibana search button broken under dashboards page.

Describe the bug:
When on the discover page, clicking the search button, works as expected, the top pink status bar animates and the search is submitted.

Under the dashboard page this does not work. Only if query is entered search bar. Further more subsequent clicks do not work unless the query is updated.

Steps to reproduce:

1. Go to Dashboard page.
2. Pick a Dashboard to view.
3. Pink status bar animates and dashboard loads.
4. Click on search button (No action happens).
5. Put a query and click (works)
6. Click again (No action happens)
7. Change query (works)

Expected behavior:
Clicking search button, should always submit a search.

Errors in browser console (if relevant):
None that I could see...

Any additional context:
Updated from 6.2.4 to 6.4.2, but it's complete separate docker image.
