[Maps] Should not create filter-pill for source-layer when apply-global is turned off #69763

For layers with term-joins, when clicking the (+)-filter-creation in a tooltip, it creates an invalid filter pill.

Steps

  1. upload geosjon the world-countries file from maps.elastic.co
  2. create a term-join agains iso2 and kibana_sample_logs.geo.dest field
  3. turn off apply-global filter
  4. click on a country to open the tooltip
  5. click the (+) button next to the iso2 field

-> it creates two filters. One of which is invalid.

This is because the when the apply-global-filter is turned off, the iso2 field is not present in the global-state.
