5.0 Disable Console / Sense #7748

In 5.0, I need the ability to disable the console for cases when I am running without XPack and I don't have the ability to lock down my data. Currently in 4.x I can do this by just not installing Sense, but with the Console being baked in, this may become an issue.

Edit:
I understand that this does not completely eliminate the issue of users being able to delete data, but the ability to hide or disable the console, which, to some, may seem more like an 'admin' feature would help because it wouldn't be presenting the users directly with a way to tinker with the data.
